It would be heaps easier to weld from the top as welding from roadside will suck to weld(upsidedown) and not as much penertration.i would try to drill from the top if at all possible,just my 2cents.

If you drill your pilot holes from the bottom, (Because a flat surface) then use the hole as a guide from the top to go bigger to get the tubes in?

so from a few Fridays ago here how i got on...
i made crush tubes made from 25mm bar with a 13mm hole drilled through center
i Marked the holes from the roadside and drilled the pilot holes from the roadside.
25mm holes for crush tubes were bored from the topside of the chassis
with everything in place i welded them in from the roadside.
edit: photos are in reverse order, not sure how i managed that....
