That might be compliant for a race car, but it wont pass cert for a street car.

The NZ hobby car technical manual says new brackets must be bolted to the floor. There's a chapter relating to sizes of doubler plates and the like, but I've never studied it too closely. (too much reading)

Barts quite correct, the seats if mounted to the floor MUST be bolted through it, you can however mount the seats on pieces of box section, that span between the sill and trans tunnel, however the box needs to be bolted to the sill and trans tunnel, then the seat can be welded to the box, seat belt mounts are deemed sufficiant to bolt the box to, basically its major BS especially as you can weld the seat to the box , but must bolt the box to the car .

On the 310 it has 1.6mm steel rails WELDED across between tunnel and inner door sill, with reinforcing plates.
The seats are on ally brackets that bolt to the welded in position rails.

Both cars comply and are certed and have auth cards

Perhaps different cert men have different ideas?

Its pretty clearly laid out in the documentation whats required for a street car as Bart said, but where it may get fuzzy is for rally cars, I don't know i'm just guessing as i have never owned a rally car let alone taken one through cert. I do know that Palmside get a few more liberties than the average joe.
But like you say at the end of the day it comes down to what the Cert man is willing to sign his name against.
Maybe you found a loop hole because technically its not welded to the floor
