Try the earth on the drivers side , could be stealing the earth from the other side.

Was an idication of a fuse fault back i the day 180Bs were shockers for it. Fuse looks ok bug was dry jointed.
At least 2 relays. Datsun wiring is abit backwards with the headlights us switch I g earth and positives to get different beams. You are welcome to come have a look at the conversion on the 1600 and we can nut out what you need to do.

Mines got a relay each for high and low beam, with the Narva H4's it makes it easy to wire this way because they are a 3 pin bulb with common earth and +12 hi and +12 Lo.

It is a huge hassle but well worth getting it bang on. Mine ended up being a completely independent system , and from there i only took a signal from the stalk wiring. Because the stalk usually switches full current the brass pins get all cooked and burned. My car had a similar deal with one headlight working and one being really dim. Same as yours passenger side all funky.

I took my relay signal from the working side and the logic was that its no longer switching any load so it should last forever.

Have you tried turning it off and on again?

I'm using H4 for the hi/lo and H1 for the high beam. Yeah I've got no idea what I'm looking at really the relay on there only has 4 pins so a bit confused as to how to wire up 2 relays. It's probably simple to some of you haha.
