were to weld depends on how far you wanna lower your car. if you weld it lower than the factory position, you get the benefit of lowering the car, without losing too much adjustment from the weld on sleeve.
as far as shocks go, work out the measurements and try find an off the shelf item that will fit. sometimes shocks from a different model car are the correct length, diameter etc and will go straight in

You can find shock/cartridge dimension charts on the net (Monroe, KYB, etc) so if you know your stock dimensions and how much shorter your new ones need to be you can just scroll through until you find something.

Its one of those job where if you have to ask "how to setup" its best to get someone else to do it for you
