on the IHI one ive got on my desk it just looks as if you undo the bolts that clamp it to the body and take off the waste gate actuator, a circlip wouldn't stop it from rotating they only hold linear forces not rotational.
The housings are normally sealed with some sort of sealant, so the grab the sealant has on the unit might be holding it, give the housing a few taps with a plastic hammer to break the seal, be careful not to break it.

Trawled the net for info about this and yeah compressing the circlip on the back of the compressor housing is way to rotate it round. So just need some circlip pliers and im sweet!

What you might need to do is to clock it where it needs to be, mark it with a scribe or vivid
then remove the compressor housing so that you can inspect the seal to the backing plate, if the sealant or gasket is old and cruddy it has the potential to mis align the compressor housing, eg rotate it and it skips over a piece of stuck crud.
this can be bad for two main reasons
1) you can get a boost leak ( only slight but it can still cause issues and is something you don't want )
2) the compressor blade might come into contact with the compressor housing if it isn't seated due to skipping on old gasket / sealant crud ( this probably won't happen anyway but it would suck if something went bad )
I'm not even remotely knowledgeable about turbo's but that is how i understand the proper way to clock an old turbo.

i made a tool for doing this task using old needle nose pliers that i ground the ends into a round-ish shape to fit snugly in the circlip holes with a wee notch on each end that stops it slipping out of the circlip. try doing that. only takes 5mins to make and trust me its worth it.
