Here's the place in Chch that does it: http://www.whitewalltyres.co.nz
There's also this place. I think they're in Akld: http://www.ezygee.co.nz

I think getting stripes put on standard tyres would be the easiest and cheapest way to get exactly what you want.
I just bought a brand new set of 14's for $46 each (from a local tyre shop) and plan to get white stripes put on them.

Circles and stripes all the way. Only problem is they need to be attached to the vehicle. Was $10 per tyre when Aaron got the Blue Cedric done.
