anyone have a good photo editing program for a rip photo?

hey on the 28th of june my goodm8/flatm8 died in a car accident on her funeral paper she has a picture of her an her daughter its the picture in the middel an the background is white clouds? shading goes lighter they had it blowen up in a frame at the funeral.. looked real good so wanting to find a site to do that so can get it blown up in a frame for the wall.. if anyones clued up on doing this would be good.. she came on the akaroa cruise last yr. with me was a cool chic

You need the original to make it larger without losing quality.
Ask the parents if you could have a copy of the picture from the computer so you can do what you are saying.
