sounds like the paint is just sitting on top. and not attaching itself to the vinyl preventing a ful dry

either by the surface it was being applied to being to "shiney"
like when painting a car. the paint must be roughed up
or a protective coat on the vinyl
or just plain shitty paint

I would have thought that the wax off should have worked out fine, unless you painted straight over it without letting it fume off, (takes about 5 mins)

If you used dupli colour, then it will be sticky forever, if you used VHT then it will be fine, too little too late, probably, but that's what we do
