They do make low profile drag radials bart atleast in the bigger sized rims not sure about 13" rims though. But even if they did you won't spring from them because the would be hellishly expensive.
But I agree a car should be build for a purpose and barts is certainly built for one purpose and one purpose only

stetch tyres have their place they do look bloody good on certin cars if there not over done. i'll be heading down that road with my next 1200, and no bart i havent seen a rally car with them it would be horribly impracticle
